But the detonation of any tactical nuclear weapon would be an unprecedented test of the dogma of deterrence, a theory that has underwritten America’s military policy for the past 70 years. KYIV, Ukraine (AP) — U.S. Secretary of State Anthony Blinken visited Ukraine’s capital Wednesday where he was expected to announce more than $1 billion in new American funding in a display of Washington’s unflagging support for Kyiv’s fight. Blinken arrived in Kyiv for an overnight visit hours after Russia launched a missile attack on the city. On the train journey to Kyiv, Blinken met with Danish Prime Minister Mette Frederiksen, also on an official visit, to discuss the war. After arriving in Kyiv, Blinken laid a wreath at the city's Berkovetske cemetery to commemorate members of the Ukrainian armed forces who lost their lives defending the country. Blinken’s visit comes after some of Ukraine’s allies have privately expressed concern that Ukrainian troops may fail to reach their objectives.

Satellite images show an increase in graves at a cemetery in Bakinskaya, Russia, from Nov. 24, 2022, to Jan. 24, 2023. The Wagner Group previously provided assistance to the Russian military during conflicts in Syria and Libya. The U.S. government said last week that it will designate Wagner Group as a “significant transnational criminal organization” and impose further sanctions against the organization and its support network.
